Regular Luxon Armor can be crafted in Cavalon: http://guildwars.wikia.com/wiki/Tateos

Elite Luxon Armor in Leviathan Pits: http://guildwars.wikia.com/wiki/Mikolas

...and you will need more Luxon Faction than Kurzick Faction.
